Cutting keeps one stretch of the video and drops the rest. The times are written as hours, minutes and seconds, so 00:02:23 means 2 minutes and 23 seconds, and only what lies between your start and your end comes back.
Splitting keeps everything and divides it instead. Choose a length and a new piece starts every few seconds or minutes, or choose a number and the video is divided into that many parts of equal length.
A piece can be as short as one second and as long as four hours, and a video can be divided into 2 to 480 parts. Each part is returned as a separate file, so nothing has to be pulled apart afterwards.
The video will be cut at keyframes, so the cut may happen at a slightly different position.
MP4 is what most people bring and it is far from the only format that works. MOV from an iPhone, AVI, WEBM, MKV, WMV, FLV and the rest are all cut the same way, and you can add several videos at once. Each one is cut with the setting you chose and comes back on its own.
The pieces keep the format of the video you uploaded, so they play wherever the original played and nothing is re-encoded for the sake of it.
