Give a width and a height in pixels, or fill in one of them and let the other follow the source proportions. Prefer to think in percent? Scale anywhere from 1% to 400%, where 100% keeps the current size, 50% halves it and 200% doubles it.
The screen presets cover HD (1280 x 720), Full HD (1920 x 1080), 2K QHD (2560 x 1440), 4K UHD (3840 x 2160) and 8K UHD (7680 x 4320).

Aspect ratio mode reframes the video to a shape while keeping its resolution: 1:1, 16:9, 9:16, 4:3, 3:4, 3:2 or 2:3. Use it when the shape is the requirement and the exact pixel count is not.
Device mode sets a width and lets the height follow: 1920 pixels for a desktop screen, 768 for a tablet, 320 for a phone and 768 for something you plan to attach to an email.
Social mode fills in both sides for you: an Instagram post at 1080 x 1080 or story at 1080 x 1920, a Facebook post at 1200 x 630 or story at 1080 x 1920, an X post at 1200 x 675, a Pinterest pin at 1000 x 1500 and a LinkedIn post at 1200 x 627.
New dimensions rarely match the old shape exactly, so the resize options decide what happens to the difference. Stretch fills the frame and accepts the distortion. Fill (Zoom) keeps the proportions and crops whatever falls outside. Fit keeps the proportions too, and pads the empty space with white bars, black bars or a blurred copy of the video itself.
Never enlarge is the safety setting: a video already smaller than the size you asked for is left at its own resolution instead of being blown up.
The same panel can change the frame rate on the way through, anywhere from 1 to 120 frames per second. Leave that field empty and the original frame rate is kept.
Resizing a video is free and needs no account. MP4 is what most people bring, and MOV, AVI, WEBM, MKV, WMV and the rest work the same way; add several files at once and each comes back as its own video with the same settings applied.

It depends on where the video is going. For a social platform, pick the matching preset and the numbers are filled in for you. For a screen, the HD to 8K presets cover the standard resolutions. For anything else, type the width and height you were given.
Making a video smaller usually looks clean, because there is more detail in the source than the new size needs. Making it larger cannot invent detail that was never recorded, so a video scaled well above its own resolution looks softer. Stretching to a different shape also distorts the picture, which is what the Fit and Fill options are there to avoid.
Yes. Choose one of the Fit options and the whole frame is kept, with the leftover space padded by white bars, black bars or a blurred copy of the video. Fill (Zoom) is the opposite trade: nothing is padded, and the edges that do not fit are cropped away.
Fewer pixels normally means fewer megabytes, so scaling a video down does reduce its size. If a specific file size is what you are after rather than specific dimensions, the compress app aims at a figure in megabytes directly.
